Keeps SNAP and WIC benefits flowing during USDA funding gaps. This bill would let the Agriculture Secretary use Treasury funds in fiscal year 2026 to provide uninterrupted SNAP benefits, consolidated block grants under section 19, and the WIC program when Agriculture appropriations have not been enacted.

If enacted, the bill would use Treasury funds to keep SNAP and WIC benefits running during any FY2026 Department of Agriculture funding gap. The authority would end when FY2026 Agriculture appropriations are enacted or on September 30, 2026. It would also pay back any missed SNAP, consolidated block grant, or WIC benefits from September 30, 2025 through the date of enactment. The Agriculture Secretary would reimburse State agencies for program costs and benefits they paid during the lapse, but only if states followed Federal law. All spending would be charged to the later-enacted appropriations.
