Summary
This bill would create a temporary, discretionary parole pathway for certain noncitizen veterans to enter the United States specifically to receive Department of Veterans Affairs health care. It adds a new clause to the Immigration and Nationality Act letting the Secretary of Homeland Security parole eligible veterans on a case-by-case basis for that purpose.

- Veterans who meet the statutory definition in 38 U.S.C. § 101 and who are outside the United States because they were ordered removed or voluntarily departed could be paroled in to receive VA health care under 38 U.S.C. Chapter 17.
- The Secretary of Homeland Security would have discretion to approve parole, set conditions, and require that a person be returned to custody when the parole purpose is served.
- Parole under the new clause is not admission and is barred for people who are inadmissible after serving at least 5 years in prison for a crime of violence or for offenses that threaten national security.
