Funding for FAA medical examiners
This bill would let the FAA designate up to $15,000,000 each year for fiscal years 2026 through 2029 to recruit, select, and train more aviation medical examiners (including psychiatrists), expand oversight, and clear special-issuance backlogs. It would also let the FAA designate up to $1,500,000 each year for fiscal years 2026 through 2029 for a public information campaign to destigmatize seeking mental-health care, post materials at medical examiner offices, work with carriers and training institutions, brief Congress within 90 days of starting the campaign, and report back in two years on engagement and feedback.
Mental health rules for aviation workers
This bill would require the FAA Administrator to implement the Aviation Rulemaking Committee's April 1, 2024 mental-health recommendations within 2 years. The FAA would have to update regulations, including part 67, and issue guidance to encourage people in aviation to seek help and to disclose mental health conditions. The Administrator would start an annual review of the special-issuance mental-health process 180 days after the first report and every year after. If the Administrator declined to adopt a recommendation, the Administrator would have to give Congress a written justification not later than 90 days after the implementation deadline.
