- Consumers and victims: Would develop education strategies and review FBI Internet Crime Complaint Center and FTC fraud data to help people spot, report, and respond to digital asset scams.
- Law enforcement and government: Would coordinate federal, state, local, and Tribal enforcement, meet at least three times in the first year, and deliver an initial report within one year with annual updates.
- Industry and asset recovery: Would include stablecoin issuers, digital asset service providers, custodians, and blockchain intelligence firms and could recommend tools to freeze, seize, burn, or reissue assets tied to scams consistent with law and due process.

New Task Force on Crypto Scams
This bill would require the Secretary of the Treasury to set up a Task Force for Recognizing and Averting Cryptocurrency Scams within 180 days of enactment. The Task Force would include federal officials, law enforcement, state bank regulators, victims’ representatives, stablecoin issuers, digital asset service providers and custodians, and blockchain intelligence firms. It must meet at least three times in the first year, produce an initial public report within one year of starting, and publish annual updates thereafter. The Task Force could promote real-time public-private information sharing and work with permitted payment stablecoin issuers on technical tools to freeze, seize, burn, or reissue digital assets tied to scams, consistent with law and due process. Members would not receive extra pay, Chapter 4 of Title 5 would not apply, and the Task Force would end three years after submitting its initial report.
