Show full summary
- States and Indian Tribes would be eligible if they have enacted and enforce a statewide pool-construction law that meets minimum requirements. The Commission would set award sizes and requires at least 25 percent of State or Tribe grant funds be used for hiring and training personnel and for inspecting and repairing pool drains, with administrative costs recoverable.
- Nonprofit organizations must be 501(c)(3) and show proven swimming-pool safety experience to apply. Their grants are focused on public education and administrative costs, and award sizes may reflect the number of people to be reached and extra rural costs.
- Families and communities would see renewed national education campaigns and materials for owners, retailers, manufacturers, and underserved areas about barrier and drain-cover inspection, maintenance, and replacement.
- The Commission must appoint a Director of Drowning Prevention, provide dedicated staff and a grant-awareness campaign, and report annually to Congress on applicants, awards, uses, effectiveness, and gaps.
*Authorizes $2.5 million per year for the grant program and $2.5 million per year for the education program for fiscal years 2026 through 2030.*
