Bigger cleanup grants, lower match

If enacted, the bill would raise the maximum federal grant per cleanup site from $500,000 to $1,000,000. It would cut the required matching share for grants from 20% to 10%. If the applicant is in a small community or a disadvantaged area, the EPA could waive the match.

More funds for state cleanup

If enacted, the bill would authorize funding for State brownfield response programs from FY2025 through FY2030. It would provide $50 million for FY2025, $55 million for FY2026, $60 million for FY2027, $65 million for FY2028, $70 million for FY2029, and $75 million for FY2030. The bill would also let State response programs implement activities, not only enhance them.

More groups can apply for grants

If enacted, the bill would let more kinds of organizations apply for brownfields grants and loans. It would add 501(c)(6) groups and allow Alaska Native Regional and Village Corporations to be eligible. It would also remove the phrase "up to 5 percent of the" in one rule and change the program years from 2019–2023 to 2025–2030.

Community engagement and application fixes

If enacted, applicants would have to include a community engagement plan that reaches diverse local groups and involves the local community in decisions. The EPA Administrator would have to report to Congress within 1 year on application ranking and approval problems and update guidance within 1 year to simplify the process while keeping it competitive.
