Summary
Creates a yearly transparency report on hydropower licensing. The Hydropower Licensing Transparency Act would require the Federal Energy Regulatory Commission to give Congress an annual status update on specified pending hydropower license applications.

- Existing licensees who told FERC at least 3 years before a report that they intend to apply would have each pending new or subsequent license listed. The report would include the notice date, any docket number, whether an application has been filed, the application status, an anticipated issuance date, and the date of upcoming proceedings.
- Citizens, associations, States, Indian Tribes, and municipalities that notified FERC at least 3 years before a report would see the status of original licenses under section 4(e) tracked. That gives local applicants clearer visibility when original licenses remain unissued.
- FERC would need to deliver the first Sec. 37 annual licensing status report within 180 days after enactment and then every year. Each report must disaggregate entries by new or subsequent licenses under section 15 and original licenses under section 4(e) and describe actions required of licensees, fish and wildlife agencies, other agencies, and involved parties.
