Ban on federal funding for foreign-controlled groups
If enacted, the bill would bar U.S. direct and indirect federal money to organizations controlled by agents of listed foreign principals. It would stop grants, contracts, loans, cooperative agreements, and other awards to such organizations. It would also stop payments to service providers paid via Government-funded vouchers or certificates chosen by beneficiaries. These rules would take effect upon enactment.
Who counts as a foreign agent
If enacted, the bill would define who is an "agent of a covered foreign principal." The list would include diplomats, consular staff, known foreign officials, registered lobbyists, and people covered by 18 U.S.C. 951 notice rules. It would define "controlled" by ownership or a dominant-minority test and would list specific covered nations. The bill would also say it would not cut funding for entities that are not controlled by such agents and would not end existing "foreign assistance." These definitions would take effect upon enactment.
