New sports diplomacy office and plans
This bill would rename the State Department’s Sports Diplomacy Division as the Office of Sports Diplomacy within 90 days. The Office would be under the Deputy Assistant Secretary for Professional and Cultural Exchanges. By 180 days after enactment, the Secretary would assign at least three full-time staff for each five‑year strategy and keep them through December 31, 2034. The Secretary would submit a five‑year sports diplomacy strategy within 180 days and a second strategy five years later. Each strategy would list diplomatic goals, partners, visa-processing plans to reduce appointment wait times, and required staff and money. Each strategy would be posted publicly, and the Secretary would consult the Senate Foreign Relations and House Foreign Affairs Committees before submitting. After submission, the Secretary would give implementation updates every 180 days and an annual progress report through December 31, 2034. The bill would cover major U.S.-hosted events from 2024 through 2034, including the 2024 Copa America, 2026 FIFA World Cup, 2028 Olympics and Paralympics, and the 2034 Winter Olympics and Paralympics.
