More Medicaid access for working disabled
If enacted, this bill would remove the rule that limited Medicaid buy-in to people under 65. It would add a new eligibility group for people age 16 and older who would otherwise qualify for SSI but lose it because their earnings are too high. States would be required to include this group in their optional buy-in rules. States that already provide these buy-in services on the date of enactment would not be treated as out of compliance until January 1, 2028.
