  • Families and survivors gain a formal national recognition. The medal includes an engraved reverse with the fallen's name and symbolic elements meant to honor widows and next of kin.

  • A 12-member presidential Commission would advise on the medal's design, promote its establishment, determine how it is presented, and make final eligibility decisions; the Commission would initially award the medal to three named deputies.
