- Congress would get an interim briefing within 30 days after the audit is completed and a final unclassified GAO report within 90 days of audit completion, provided to House and Senate leaders, committee chairs, and any Member who asks.
- Federal agencies and contractors would be subject to the GAO review. The audit must cover the Departments of State, Energy, Treasury, and any other federal agencies, contractors, or U.S.-funded entities involved, and committees must be notified if access to information is unreasonably delayed or denied.
- The audit must produce an unclassified final report with a possible classified annex so non-sensitive findings can be shared broadly while sensitive material goes only to cleared officials.

Audit of U.S.-Venezuela oil deal
This bill would require the Comptroller General to start a GAO audit within 30 days after enactment. The audit would cover the January 6, 2026 U.S.–Venezuela energy deal and actions by State, Energy, Treasury, and any other U.S. agencies, employees, contractors, or entities funded by the U.S. An interim briefing would be provided to committee chairs and ranking members within 30 days after the audit ends and must describe preliminary findings, scope, and any risks of fraud, abuse, or conflicts of interest. The Comptroller General would notify committee leaders if access to information is unreasonably delayed or denied. The final unclassified report must be delivered to Congress within 90 days after audit completion and may include a classified annex.
