Joint U.S.-Israel defense technology program

This bill would create a United States–Israel Defense Technology Cooperation Initiative run by the Secretary of Defense with the Israeli Minister of Defense's concurrence. It would focus on areas like counter-unmanned systems, anti-tunneling, missile and air defense (including "Golden Dome for America"), AI and quantum systems, directed energy, sensing, cyber and electronic warfare, biotechnology, logistics, and U.S.-based co-production. The Initiative would coordinate across DoD components and other agencies, protect sensitive technology, and help move Israeli or jointly developed tech into U.S. acquisition and co-production pathways. If enacted, Congress would be authorized to appropriate $150 million for each of fiscal years 2027, 2028, and 2029 to carry out the Initiative; actual funding would require later appropriation. The bill would also require an interim report within 180 days and annual reports starting no later than one year after enactment, with unclassified public updates while protecting classified annexes.
