Limits on VA senior executive pay
If enacted, the bill would stop the VA from giving 'critical skill incentives' under paragraph (1) to Senior Executive Service (SES) employees whose position is at VA Central Office. The ban would cover positions at the Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration. If a job is mainly Central Office but some duties are at other VA facilities, the ban would not apply to that non‑Central Office portion, and any incentive must be proportionate to time spent there. For senior executives not covered by the Central Office ban, incentives could be paid only to individuals and only with approval from specified senior VA officials. Specified approvers include the Under Secretaries for Benefits, Health, and Memorial Affairs; the Assistant Secretary for Human Resources and Administration; the Director of the Office of Management or the Chief Financial Officer; the Assistant Secretary for Accountability and Whistleblower Protection; the General Counsel; and any other officers the Secretary names. If enacted, the bill would also require the Secretary to report to the House and Senate Veterans' Affairs Committees within one year and at least annually after that about any SES incentives. If enacted, these rules would take effect upon enactment.
