Structural separation of large meatpackers. This bill would force major meatpackers to stop owning operations across multiple "lines of protein" like beef, pork, and poultry and give the Federal Trade Commission authority to design and enforce divestiture plans.

- Farmers and regional markets: Requires divestiture in beef markets when concentration is high, for example if the Herfindahl–Hirschman Index exceeds 1800 or a single firm holds 30% market share.
- Feedlots and remedies: Bars any covered packer from slaughtering more than 10% of the cattle produced by a single covered feedlot in a year and lets feedlot owners who sold under 10% to a packer sue for treble damages and recover costs.
- Competition tools and new entrants: Empowers the FTC to apply Packers and Stockyards and Federal Trade Commission Act authorities, begin rulemaking within 90 days, deliver a 180-day study to Congress, and directs the Small Business Administration to offer loans, guarantees, and technical help to farmers’ cooperatives and small packers with appropriations as needed.
