- Highway and cleanup funding: The Treasury must transfer from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund amounts equal to the lost gasoline tax receipts, with those transfers accounted for under the relevant trust-fund rules.

Lower federal gas tax for drivers

The Treasury would transfer money from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund equal to the lost receipts. The bill would direct fuel producers and dealers to reduce retail prices to reflect the tax cut and would allow monetary penalties at least equal to the tax reduction for sellers who fail to lower prices. The Secretary of the Treasury would be directed to use available authorities to try to ensure the price reduction reaches consumers.
