A fixed 5-year eligibility limit for student athletes would set a single federal clock for how long a student can compete in varsity intercollegiate athletics. It would also create national transfer rules, protect certain grant-in-aid promises, and bar state laws that conflict with those rules.

- Student athletes: The bill would limit participation to a 5-year consecutive eligibility period and generally make a transferring athlete ineligible for competition for the academic year in which they entered the transfer portal, with an exception for a first transfer.
- Institutions and financial aid: Schools must honor the original grant-in-aid commitment under the bill, but if a student transfers the previous school’s aid obligation ends and the new school’s obligation begins. Schools may still revoke aid for students who fail to meet conduct or standing rules.
- Governance and preemption: The NCAA would get explicit authority to set transfer portal rules and an antitrust exemption for those rules. The law would prevent states from enforcing laws that conflict with its provisions.
