- Congress and the public would receive a yearly report posted to Congress and on the Department of the Interior's website covering the prior calendar year.
- Offshore operators would see the report include the number of decommissioning applications required under current rules and the number actually received, plus counts of wells, platforms, and pipelines that missed required decommissioning dates.
- Regulators and enforcement watchers would get details on approvals for decommissioning in place, lengths of pipelines decommissioned in place or removed, and the status of Bureau of Safety and Environmental Enforcement actions including notices of noncompliance, orders, citations, civil penalties, and disqualifications.
- Reporting would begin no later than two years after enactment and continue on an annual basis.
