New JROTC instructor data and reports
This bill would require the Secretary of Defense to update JROTC guidance within 270 days. The update would add an evaluation plan to measure how the JROTC Standardized Instructor Pay Scale (JSIPS) or any successor pay system affects instructor recruiting and retention. The Department would collect standardized metrics including vacancy rates, time-to-hire, retention and length of service, geographic differences (high-cost, rural, urban, isolated), pay-system comparisons, recruiting sources, applicant counts through hiring stages, and offer accept/decline data. The Secretary would report to the Senate and House Armed Services Committees one year after the guidance and annually for two more years, with baseline data, analysis of pay-scale effects, and any recommendations.
