Summary
Recognize mechanical insulation property as a federal energy- and water-saving measure for buildings. - Federal building managers would see mechanical insulation explicitly listed among retrofit and upgrade options, so it becomes a standard consideration during planning and repairs.
- Energy and water auditors would be required to identify mechanical insulation as a potential efficiency measure in comprehensive evaluations, including whether installation applies to the building’s systems.
- Manufacturers and installers would have federal policy aligned with ASHRAE Standard 90.1, which could increase use of insulation products that meet that industry standard.

New rules for federal building insulation
This bill would add a legal definition of "mechanical insulation property" for federal buildings. It would say the term covers insulation material, facing, or accessory products put into service with a mechanical system that meet or exceed ASHRAE Standard 90.1 as in effect on the date of enactment and that reduce energy loss. The bill would also require federal energy and water evaluations to identify mechanical insulation installations when applicable. It would not provide new funding or change penalties.
