Coordinate research and funding for 6PPD

If enacted, the Task Force would coordinate data and research on 6PPD and its toxic breakdown product 6PPD-Q. The Task Force would identify and recommend Federal funding opportunities to study environmental and human health harms and to develop and validate safer tire chemicals. It would share best practices and cost estimates for mitigation like street sweeping and stormwater treatment, and study non-vehicle exposure paths such as reused tires and artificial turf.

Create federal 6PPD Task Force

If enacted, the Transportation Secretary (with EPA) would ask the National Academy of Sciences to set up a 6PPD Task Force within 60 days. The Task Force would be co-chaired by DOT and EPA designees and would meet at least three times a year. It would include Federal agencies, western coastal Tribal representatives, tire makers and chemical suppliers, State experts, and university researchers. The Task Force would be exempt from the Federal Advisory Committee Act.

Public reports, online repository, and definitions

If enacted, the Task Force would make and keep a public online repository with funding info, technical help, annual reports, and other resources for Tribes, State DOTs, local governments, tire makers, chemical suppliers, universities, and the public. The Task Force would send an initial report to Congress within 180 days after enactment and then annual reports to specified Senate and House committees. Each report would list findings, who was consulted, and recommendations to speed testing and market adoption of safer tire chemicals. The bill would also define 6PPD as N-(1,3-dimethylbutyl)-N'-phenyl-p-phenylenediamine and 6PPD-Q as 6PPD-quinone.
