- People hired after enactment of Public Law 119-21 would have hiring records audited to confirm background checks and Office of Personnel Management standards were met. Hires since January 20, 2025 would be cross-referenced with State-level misconduct and law enforcement employment files to see if that information was considered before hire.
- FBI agents and officers would need training certifications from the Director of the Federal Law Enforcement Training Centers. The certification must be completed within 180 days and must state the length of training completed for each agent or officer.
- The Deputy Assistant Attorney General would conduct the hiring audits and make determinations about the use of State-level misconduct files. The Government Accountability Office must report within one year on the audit findings, the Deputy Assistant Attorney General’s determinations, and pass and fail rates at the training center.

This bill would require the Deputy Assistant Attorney General, with OPM, to audit FBI hires after the enactment date of Public Law 119-21. The bill would require cross-checking all FBI hires since January 20, 2025 with State misconduct files to see if that information was considered before hiring.
