More stable funding for farm research
If enacted, this bill would create a formula to provide annual funding to four USDA research agencies. For FY2027 each agency would receive 105% of its new FY2026 appropriation, increased by the CPI‑U change during FY2026. For FY2028 through FY2036 each year would be 105% of the prior year’s amount, adjusted by that prior year’s CPI‑U change. Starting in FY2037 the 105% multiplier would end and amounts would rise only by the prior year’s CPI‑U change. Funds would be available through the end of the fiscal year and drawn from Treasury funds not otherwise appropriated. The bill would also exempt these appropriations from sequestration orders issued after enactment. The bill would exclude its budget effects from official PAYGO scorecards.
