Medicare coverage for home resiliency
This bill would let Medicare cover “home resiliency services” for beneficiaries the Secretary finds medically at-risk in a climate or disaster. The Secretary would be required to set the medically at-risk rules in consultation with the NIH Director, the CMS Administrator, and the NOAA Administrator. The risk test would consider local climate hazards and preparedness, 20-year regional disaster history or 20-year predicted risk, reliance on temperature- or power-sensitive medical equipment or supplies, and chronic conditions or disabilities. Covered services furnished on or after January 1, 2027 could include heat pumps, solar batteries for people on home ventilators, and energy-efficient cold storage for heat-sensitive medical supplies. Medicare payment would equal 100% of the lesser of the actual charge or a fee-schedule amount set by the Secretary.
