- Colleges and universities would have to certify on grant applications that they do not run branch campuses in the listed countries (China, Russia, Iran, North Korea, Venezuela, Cuba, Turkey, and Qatar) or any other country the Secretary of State names. This certification would be tied to eligibility for federal R&D awards.
- Researchers and research administrators at affected institutions would face changes to who can apply for federal R&D funding. Collaborations or projects linked to institutions with qualifying branch campuses could be excluded from federal support.

This bill would require colleges and universities applying for federal research and development awards to certify on their application that they do not operate a qualifying branch campus in certain foreign countries. The requirement would take effect not later than two years after enactment. The listed countries include Venezuela, North Korea, Iran, China, Cuba, Turkey, Russia, and Qatar, and any other country the Secretary of State names. For this rule, a "branch campus" would mean a geographically separate, permanent unit that offers degrees or certificates; has its own faculty and administration; and has budgetary and hiring and budget authority. Schools that operate such branch campuses could become ineligible for federal R&D awards.
