Time for Completion Act
Sponsored By: Senator Barrasso, John [R-WY]
Introduced
Summary
Standardized completion-time disclosures would require colleges to publish clear, comparable graduation rates tied to specific completion timeframes so students can see realistic timelines for finishing programs. It emphasizes consumer transparency and aligns what institutions report publicly with the metrics used in financial aid materials.
Show full summary
- Students and families would see the share of enrollees who finish within the normal time and within 150%–300% of that time, shown separately for first-time vs non-first-time and full-time vs part-time students.
- Colleges would have to report those same time-based completion rates across programs of different lengths, creating a consistent set of metrics for public and institutional disclosures.
- The Secretary of Education would be required to display each percentage with consistent formatting and equal visibility to make comparisons easier across schools and programs.

Graduation timeline disclosure for students
If enacted, colleges would have to publish graduation or completion percentages for degree‑ and certificate‑seeking undergraduates by program and by four student types: first‑time full‑time, first‑time part‑time, non‑first‑time full‑time, and non‑first‑time part‑time. For programs 4 years or longer, schools would show rates at the program’s normal time, 150% of normal time, and 200% of normal time. For programs under 4 years, schools would show rates at normal time, 150%, 200%, and 300% of normal time. The Department of Education would have to display each percentage the same way and with equal visibility. The bill would also change institutional reporting rules to match these time frames. These changes would take effect upon enactment.
