Treasury replaces highway and tank cleanup funds
If enacted, the bill would require the Treasury Secretary to transfer money from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund. Transfers must equal the amounts those funds lose because of the fuel tax pause. The transfers would be treated for accounting purposes as if the normal excise-tax receipts were credited to each fund. This would keep highway and underground tank cleanup funding intact during the suspension.
Temporary pause on federal gas taxes
If enacted, this bill would set federal per-gallon excise taxes on gasoline and diesel to zero. This applies to fuel sold on or after enactment and before the applicable date. You would pay no federal excise tax per gallon during that pause. The pause would end the earlier of 90 days after enactment or 180 days if the President decides to extend it. The Leaking Underground Storage Tank financing rate would not apply to fuel during the pause.
