Summary
Expands Qualified Opportunity Zone eligibility to census tracts that include closed Department of Defense bases. The bill would let tracts that contain any portion of a base closed under a BRAC round be nominated as qualified opportunity zones and would increase a State's allowable designations to include those nominated tracts.

More Opportunity Zones near former bases
If enacted, this bill would let states nominate certain census tracts as Qualified Opportunity Zones. The tracts must include any part of former Department of Defense installations closed under BRAC. For each designation period, a State's limit on QOZ tracts would be raised. The increase would equal the number of those nominated former-DoD tracts. A tract in this new category that does not meet the other low-income tests would not be treated as a low-income community for designation limits. The changes would apply to areas designated after the date of enactment.
