- Federal agencies and the Judgment Fund: Agencies could not use any federal funds, including amounts appropriated under 31 U.S.C. 1304 (the Judgment Fund), to pay legal settlements to the President or for his personal or political benefit. It also forbids creating or maintaining commissions, funds, or similar mechanisms used to deliver those payments, including the Anti-Weaponization Fund announced by the Attorney General on May 18, 2026.
- Public safety officers and survivors: The bill directs funding to the Public Safety Officers' Death Benefits Program, which provides payments to survivors of fallen officers.
- Local law enforcement and hiring: It provides money for the COPS Hiring Program to support hiring for community policing and related positions.

More funding for police hiring and death benefits
If enacted, the bill would appropriate $1.776 billion from Treasury funds not already appropriated to the Attorney General. The money would fund the COPS Hiring Program and the Public Safety Officers' Death Benefits Program. That would support hiring local law enforcement and pay death benefits to officers' survivors. This would take effect upon enactment.
Ban federal funds for presidential settlements
If enacted, federal agencies would not be able to use any Federal funds, including amounts from the Judgment Fund, to pay legal settlements to the President or for the President's personal or political benefit. Agencies also would not be able to use federal money to create or maintain any commission, fund (including the Anti-Weaponization Fund announced May 18, 2026), successor fund, or similar mechanism used to make such payments. This would take effect upon enactment.
