More donated repairs for VA facilities

This bill would let the VA accept donations that pay for all or part of minor construction, nonrecurring maintenance, or related construction services for existing or new VA facilities. Donations would only be allowed if they match VA planning documents, such as a Strategic Capital Investment priority list, a five-year development plan, a facility master plan, or the annual capital needs inventory, or a component or phase of those needs. Donations must come from entities described in section 2(a)(2) of the 2016 CHIP Act and the Secretary must find the gift speeds completion, lowers VA costs, improves facility condition, or otherwise benefits veterans. Donors would sign a formal agreement that gives VA oversight, requires compliance with codes and laws, provides donor insurance and warranties, discloses donation and any VA funding, and promises not to raise Federal completion costs (except activation and sustainment). For donations that do not transfer property title, the donor would take responsibility for environmental or historic-preservation due diligence and must get required federal permits. This authority would take effect upon enactment.
