Summary
Allows Indian Tribes to run SNAP through self‑determination contracts. The bill would add a new provision to the Indian Self‑Determination and Education Assistance Act authorizing the Secretary of Agriculture to enter contracts with Indian Tribes and Tribal organizations to plan, conduct, and administer any function, service, or activity of the Supplemental Nutrition Assistance Program under the Food and Nutrition Act of 2008. Contracts would use the same terms, procedures, regulations, and requirements as section 102 self‑determination contracts, with the Department of Agriculture as the responsible agency. A tribe must request the contract by tribal resolution. The Bureau of Indian Affairs Office of Self‑Governance would provide technical assistance to the Secretary and to tribes that ask for help.

This bill would let a Tribe plan, conduct, and administer SNAP in its area if the Tribe requests a self‑determination contract by Tribal resolution.
