Protect reproductive care and providers' rights
If enacted, the bill would bar a State, person, or entity from blocking or disadvantaging a health care provider or helper who gives reproductive health care that is lawful where provided. The bill would define who counts as a health care provider (doctors, nurse-midwives, nurse practitioners, physician assistants, pharmacists, clinics, and staff) and what counts as reproductive health care (abortion, contraception, IVF, counseling, and related care, including by telehealth). The Attorney General and private parties could sue to stop unlawful restrictions, and courts would be directed to award injunctions and reasonable fees to prevailing plaintiffs. The bill would also stop States from using federal money to pay for legal or licensing actions against people for providing lawful reproductive care, protect providers from losing malpractice coverage just for lawful reproductive services, and keep the rest of the law in force if a court strikes part of it.
Grants for legal help to providers
If enacted, the bill would give $40 million to the Attorney General to award grants for legal assistance to eligible entities that help health care providers. Grants would help providers who provide or refer for abortion care and face legal issues related to providing or assisting with reproductive health care. Funds could pay for legal advice, court representation, education about provider rights, monitoring State compliance, and related activities. The money would be available until spent and applicants must meet AG rules.
Security grants for reproductive clinics
If enacted, the bill would give $40 million to HHS for grants to eligible providers who provide or refer for abortion care to improve security. Grants could pay for facility security upgrades, staff security training, cyber defenses and data protection, protective services for staff and patients, and other HHS-approved activities. Providers must apply under Secretary rules. Funds would remain available until spent.
