Voluntary swine health plan for producers
If enacted, the Agriculture Secretary would establish a voluntary U.S. Swine Health Improvement Plan to improve swine biosecurity, traceability, disease surveillance, and foreign animal disease preparedness. The Secretary would also create and maintain a Federal advisory committee under chapter 10 of title 5 to advise on running the Plan. The Secretary must finalize the proposed rule titled "US Swine Health Improvement Plan" (89 Fed. Reg. 107045, Dec. 31, 2024) and set up the Plan and committee not later than 1 year after enactment, taking comments into account. The bill would authorize $4,500,000 per year for each fiscal year 2027 through 2031, in addition to other amounts, and those funds would remain available until expended to develop, govern, and operate the Plan. The program would be voluntary and would not create mandatory regulatory obligations for participants.
