- People experiencing homelessness and families: Communities must run the PIT count during the last 10 days of April each year and keep midpoint Homeless Management Information System (HMIS) data to track seasonal and emerging trends.
- Local Continuums of Care and providers: All PIT counts must use a community-wide HMIS for client-level data and maintain up-to-date entries for shelters, street outreach, transitional housing, and other HUD-funded activities. HUD may allow Subtitle B funds to train staff or volunteers on HMIS integration.
- Federal oversight and modernization: HUD would set standardized HMIS reporting and submit an annual report to Congress on compliance, technical assistance, and data quality. The Government Accountability Office would study HUD's PIT methodology and report to Congress within 1 year with recommendations to modernize counts.

Annual homelessness counts and data rules
This bill would require each HUD recipient to do an annual point-in-time homelessness count. The count would take place during the last 10 days of April each year, starting after enactment. Recipients could still run supplemental counts at other times without HUD approval. The bill would require use of a community-wide Homeless Management Information System for client-level count data and would require year-round HMIS updates, including entries and exits from shelters, street outreach, and transitional housing. Recipients would also collect midpoint HMIS data between annual counts to track trends and inform planning, while the annual count would remain required. HUD would set standardized reporting and mapping rules and provide guidance and training for rural and resource-limited communities. HUD could allow use of Subtitle B assistance to fund HMIS training so long as it does not disrupt shelter services.
