Voluntary infrastructure funding for NASA centers
This bill would create a NASA pilot to accept voluntary money or in-kind contributions from private and public entities to repair and modernize shared infrastructure at one or more NASA Centers. Contributed amounts would be merged into NASA's Construction and Environmental Compliance and Restoration (CECR) account and used under the same terms as CECR appropriations. Contributors would get project cost baselines and final cost breakdowns, and could request a refund or redesignate unspent project funds 90 days after a project becomes operational. The bill would forbid NASA from conditioning leases or other agreements on reaching contribution terms. The authority to collect contributions would end on December 31, 2031, and the bill would say it does not create new budget authority to obligate funds before Congress approves appropriations.
