New Corps water supply office
If enacted, the bill would require the Secretary of the Army to establish an Office of Water Supply, Water Conservation, and Drought Resiliency inside the Corps of Engineers within not later than 180 days after enactment. The office would be run by a Program Manager who reports to the Deputy Commanding General for Civil Works and Emergency Operations and would get staff and budget support. The office would help States and non-Federal groups access Corps programs, advise on Corps policies, run outreach and workshops, and coordinate storage reallocation, surplus water contracts, and operational changes like timing releases, stormwater capture, aquifer replenishment, and augmenting storage. The bill would also require a report within 2 years on staff and the status, start and estimated completion dates, and obstacles for each Corps water supply study or project, sent to the Senate Environment and Public Works Committee and the House Transportation and Infrastructure Committee.
