Show full summary
- Young people with disabilities: The bill would let individuals 18 or older choose employment under the subminimum-wage provisions and it lowers another statutory age threshold to 17, making those placements available to younger workers.
- Employers and service providers: Employers could meet certain referral requirements by documenting repeated attempts to contact the designated State unit and proceed if the State unit does not provide counseling or referrals after those efforts.
- State designated units: State units would be the official source for counseling, information, and referrals and could be required to respond to outreach that employers must document.
- Records and transparency: If an individual is employed by an affected entity when the required documentation is made, copies of that documentation must be provided to the employer.

New subminimum-pay rules for adults with disabilities
If enacted, the bill would let covered employers pay people with disabilities age 18 or older a subminimum wage. That would be allowed only when the law's statutory conditions apply and the individual chooses the job. The bill also would change one numeric age in a separate rule from 24 to 17. It would let an employer proceed if the employer documents outreach at the required intervals and the designated State unit fails to provide counseling and referrals. When the paperwork is made and the person already works for the covered employer, copies of that paperwork would have to be given to the employer. These changes would apply to employment on or after the date of enactment.
