Veteran Acquired Brain Injury Caregiving Act

Summary
Let eligible veterans with acquired brain injury use Veteran-Directed Care funds to buy services from veteran mission-driven nonprofits. It would create a five-year pilot that must start within 180 days, operate at at least five VA medical centers, and use Veteran-Directed Care program funds to purchase care. The pilot would require annual reports to the Senate Committee on Veterans' Affairs and the House Committee on Veterans' Affairs that list the number of participating veterans and nonprofits and evaluate clinical outcomes and veteran satisfaction. Eligible veterans would be those clinically assessed with an acquired brain injury and meeting 38 U.S.C. 1720L eligibility. Eligible veteran mission-driven nonprofits would be tax-exempt 501(c)(3) organizations that provide services under the Veteran-Directed Care program.

Nonprofit care pilot for veterans
This bill would create a five-year VA pilot letting eligible veterans use Veteran-Directed Care funds to buy care from veteran mission-driven nonprofit organizations. The pilot would begin no later than 180 days after enactment and run at not fewer than five VA medical centers. An eligible veteran would be one clinically assessed with an acquired brain injury and eligible under 38 U.S.C. 1720L; eligible nonprofits would be 501(c)(3) organizations exempt under section 501(a) that provide Veteran-Directed Care services. The VA Secretary would have to report to the House and Senate Veterans' Affairs Committees within one year and then annually until the pilot ends, including counts of participating veterans and nonprofits, clinical outcomes, veteran satisfaction, and other relevant data.
