Protects special education office at Education Dept
This bill would prohibit the Secretary of Education from contracting with, obtaining goods or services from, or transferring activities to the Department of Health and Human Services for functions of the Office of Special Education and Rehabilitative Services (OSERS) under 20 U.S.C. 3417. It would also state that certain transfer authorities, including the Economy Act (31 U.S.C. 1535) and specified Department of Education transfer provisions, do not apply to that prohibition. The prohibition would not apply to any DOE–HHS procurement, contract, agreement, transfer, or similar arrangement that was in effect on February 1, 2025, or to renewals of those arrangements. The restriction would take effect upon enactment.
