New Coast Guard Academy nomination rules
If enacted, the bill would create a formal nomination and appointment process for U.S. Coast Guard Academy cadets. It would require nominees to be U.S. citizens or nationals and meet minimum requirements the Secretary sets. Starting in the 2029 academic year, the bill would set specific annual slots: 3 merit slots for certain children of killed, missing, or 100%-service-connected disabled service members (or certain civilian Federal employees in missing status); 1 at-large slot for the Vice President (or President pro tempore); 230 positions allocated to States in proportion to congressional representation; 1 slot each for DC, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa; 2 slots for Puerto Rico; and 20 slots for enlisted Coast Guard or Reserve nominees chosen by the Commandant. The bill would also require a merit-based selection system, appoint nominees in order of merit by jurisdiction, start a Congressional nomination process for the 2029 year, and require at least 48 hours notice to a Member of Congress when their nominee is selected.
