- Tax preparers and authorized users: The bill would prohibit using an EFIN to electronically file any return or document unless that EFIN is validated and the user is authorized for the specific filing activity. Validation must occur before initial use and at intervals or on events needed to maintain EFIN integrity.
- Tax software providers: Software that enables electronic filing must enforce validation and support high-volume automated checks. The validation system must immediately confirm validity and flag suspensions, revocations, compromises, or ineligibility.
- Treasury and oversight: The Secretary must establish the validation program within 24 months and submit a 180-day implementation plan to the tax committees. Within two years after the program is set up the Secretary must report on performance, disruptions, validation counts, contingency use, and any recommended changes.

Real-time checks on tax EFINs
This bill would require the Treasury to set up a program to validate Electronic Filing Identification Numbers (EFINs) not later than 24 months after enactment. The program would run a real-time system that immediately confirms whether an EFIN is active or is suspended, revoked, compromised, or otherwise ineligible. Tax-preparation software would have to use the system and could not electronically file a federal return or other document unless the EFIN has been validated and the user is authorized for that filing activity. Only authenticated, Secretary-authorized persons could request validations. The Secretary would validate an EFIN before its initial use and again at intervals or on events the Secretary finds appropriate.
