Federal recycled plastic working group

This bill would create a federal working group to improve tracking of recycled plastics. It would also boost use of post-consumer resin (PCR). NIST would lead work on traceability, and EPA and the Department of Commerce would jointly lead the group's other duties. Initial members would be named within 90 days and the group would send public annual reports to Congress. The group would focus on packaging, construction, infrastructure, and automotive sectors. It would recommend standardized measurements aligned with international frameworks, a federal tracking system to harmonize State rules, trade-code changes, ways to trace marine debris, and ways to expand domestic PCR markets and monitor toxic chemicals in recycled content. The group would end when it finished its duties, but not later than 10 years after it starts.
