Limit Postmaster General bonuses

This bill would bar the Board of Governors from giving any bonus, incentive award, retention payment, or other performance-based pay to the Postmaster General for a fiscal year if any of four things happened in the prior year. The four triggers are: (A) total costs exceeded total revenue, (B) nationwide service performance targets were missed, (C) a material weakness, adverse opinion, or disclaimer appeared in the Postal Service financial audit, or (D) the Postal Service failed to send the required annual report to Congress on time. The bill would require the Postmaster General to send an annual report within 30 days after each fiscal year end that lists senior executive bonuses, the performance metrics used to justify pay, the Postal Service’s prior-year finances, and national and district service data. The Postal Service Inspector General would review that report for compliance with these rules.
