Fleet and shuttle EV targets by 2030
If enacted, each of the Forest Service and National Park Service would have to plan to increase zero-emission vehicles in agency fleets and shuttle services so that by 2030 each agency reaches the greater of 125% of its current ZEV count or 25% of all fleet vehicles. Agencies must coordinate purchases or leases with GSA and can document barriers if they cannot meet the target. The bill would also require agencies to give priority to shuttle contractors that operate using zero‑emission vehicles.
More charging near airports and travel
If enacted, the bill would set aside 10% of yearly grant funds under the cited highway program for charging and projects that support airports, long‑haul travel, tourism, and access to Federal lands. It would also direct the Joint Office to plan and give guidance so States and NEVI recipients consider airports, tourist corridors, rental cars, taxis, rideshares, and sites within 25 miles of parks and forests when placing chargers.
New EV charging program for parks
If enacted, the bill would create the Cleaner TRAILS Initiative to expand zero-emission vehicle charging and mobility on National Park and National Forest lands and nearby areas. It would define what lands, vehicles, and fueling equipment are covered, and require an interagency strategy that is updated at least every two years. The program would require publication of a national map and site pages showing new public charging locations. The bill would authorize $100 million a year for each agency for FY2027–FY2031, with limits on uses (no more than 20% to buy vehicles, 30% for infrastructure in urbanized areas, and 4% for admin costs) and would let agencies collect and hold user fees for operation and maintenance.
Bigger EV advisory group and HOV rule
If enacted, the bill would convert the existing Electric Vehicle Working Group into an Electric Vehicle Commission with broader membership that includes travel, tourism, public lands, and first responders. It would also remove a September 30, 2025 deadline in an HOV access provision so the conditional authority to allow clean vehicles in HOV lanes can continue without that date limit.
