New helmet rules for DC riders
If enacted, the bill would stop the District of Columbia from requiring a person to wear a protective helmet to operate or ride a motorcycle or motor-driven cycle in the District. It would repeal the existing D.C. helmet rule in Section 2215.3 of title 18 of the D.C. Municipal Regulations. The bill would define "helmet" by reference to section 741 of title 18 DCMR and define "motorcycle" and "motor-driven cycle" by reference to section 9901 of title 18 DCMR. These changes would take effect upon enactment.
