More student hotline awareness efforts
This bill would require HHS to include school- and campus-focused strategies in Lifeline awareness plans. It would require HHS to consult with other federal agencies, including the Secretary of Education, when developing those plans. The bill would encourage states and schools to list the Lifeline number on new school ID cards and to run PSAs and online campaigns for all students, including online and remote learners. This would take effect upon enactment.
More campus peer mental health help
This bill would expand a campus mental health grant program to let student groups run peer-led outreach and public service campaigns. Applicants would need plans to reach online, hybrid, and distance-learning students, including rural and medically underserved students. They would also need to explain how outreach and peer-support would work with virtual engagement and telehealth. The agency would be required to provide support to grantees and to institutions that applied but did not receive a grant, "to the maximum extent practicable" and subject to the availability of appropriations. This would take effect upon enactment.
