Summary
Modernizing STEM and career-technical education facilities in rural and Native-serving schools. This bill would create two federal programs to fund renovation, repair, internet upgrades, equipment, and related improvements for grades 6–12 STEM spaces and Career and Technical Education at secondary and postsecondary institutions.

Grants for rural and Native STEM schools
If enacted, the bill would create a federal STEM facilities grant program for public grades 6–12 schools. The Secretary would allot funds to States by each State's share of rural middle and high schools. The Secretary could reserve up to 3% for administration, and States must reserve at least 10% for eligible Native-serving schools. Eligible projects would include modernization, renovation, repair, new construction of STEM spaces, and technology or internet upgrades. Qualified CTE projects would be limited to modernization, renovation, and repair and could not fund new construction or routine maintenance. States would need to provide a 25% non‑Federal match and local subgrantees a 10% match; the Secretary could waive the State match if the State cannot meet it. States and subgrantees would have to use program funds to supplement, not replace, other Federal or State funds. The bill would encourage green building standards and require the Secretary to report to Congress on project effects within 1 year of initial funding and every 2 years thereafter.
