Grants to Train Mental Wellness Workers
This bill would create an HHS grant program to train, certify, and supervise community mental wellness workers. It would authorize $25,000,000 for each fiscal year 2027 through 2031. At least 20 percent of each year's funds would be reserved for training and technical assistance. Grants would pay for training, certification, and clinical supervision. Grants would also fund screening, culturally and linguistically competent counseling (including safety planning and suicide-risk reduction), and digital tools for training and evaluation. The Secretary would prioritize applicants serving high-poverty, high-unemployment, medically underserved, or high-substance-use areas. The Secretary would report to Congress within one year and again by the end of FY2031 on participation and certification counts. Malpractice-listing and reporting rules would begin the first full fiscal year after enactment.
