- Hospitals: Hospitals receiving Medicare direct GME payments would have to submit deidentified resident data each fiscal year using a standardized form within 180 days after fiscal year end. Programs that fail to submit would not count as qualifying residency programs for GME payment purposes.
- Residents: The reported data would cover residents in approved programs and classify them into five categories: U.S. citizens; lawful permanent residents; aliens with INA 101(a)(15)(J)(i) status; aliens with INA 101(a)(15)(H)(i)(b) status; and otherwise lawfully present individuals. All submissions must be deidentified under standards set by the Secretary.
- Policymakers and states: The Secretary would prepare an annual report to Congress within 270 days after fiscal year end showing nationwide and state-disaggregated numbers and percentages. That reporting is intended to enable federal oversight and assessment of the citizenship mix of the physician workforce trained with Medicare support.
