Summary
Creates federal support to help build a Theodore Roosevelt Presidential Library in Medora, North Dakota. The bill would let the Interior Secretary provide up to $50 million in grants to the Theodore Roosevelt Presidential Library Foundation, but only after the Foundation certifies it has raised at least $100 million from non‑Federal sources. Grants could not be used for maintenance or operations. The Secretary could loan federal artifacts to the foundation within 180 days. Federal agencies would not operate the library unless requested by the non‑Federal operator.

Federal artifact loans to library
If enacted, the Interior Department would have to make agreements within 180 days to loan federal museum artifacts and objects to the Foundation without payment. Loans could come from agencies under the Secretary, including the National Park Service and Fish and Wildlife Service, and could include items not currently on display. Loans would be subject to terms the Secretary sets to protect and exhibit the items. The bill would also say federal agencies may not operate the library unless the non-federal operator asks for help and any involvement follows applicable laws and rules.
Federal grants for Roosevelt library
If enacted, the Interior Department would be allowed to give up to $50 million in grants to the Theodore Roosevelt Presidential Library Foundation to help establish the library in Medora, North Dakota. The Foundation would first need to certify it raised at least $100 million from the State of North Dakota or other non-federal sources before any grant is made. Grants would require advance appropriations and could pay for preservation, exhibits, and education work but could not pay for maintenance or operations.
